Remove planned relation

https://example.kaiten.ru/api/latest/cards/{card_id}/planned-relation/{id}

A planned relation links two cards on the Gantt chart: the predecessor (card_id in the path) and the successor. Two cards can have only one relation between them, in either direction.

Deletes the relation between the card card_id (predecessor) and the card id (successor). Card dates do not change. The user must be able to edit at least one of the two cards.
